To create economically vibrant, inclusive, efficient and sustainable urban habitats within the State.
Urban Development and Poverty Alleviation Department (UD&PA) was established on 24th August 2006 to implement various Urban Development and Poverty Alleviation programmes, including Urban Development Schemes. Census Towns or Notified Towns of Mizoram come under the ambit of this Department. Urban Development and Poverty Alleviation Department is undertaking development and poverty alleviation programmes, sanitation and waste management programmes and town and country planning in urban areas of the State.
Within the ambits of the business allocation, the Department is entrusted with the following functions and responsibilities in urban areas:
- Implementation of National Mission Programme - Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
- Implementation of National Mission Programme - Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM).
- Implementation of National Mission Programme - Swachh Bharat Mission (Urban).
- Implementation of National Mission Programme - Housing for All (Urban).
- Implementation of National Mission Programme - Smart Cities Mission.
- Implementation of Asian Development Bank assisted - NERCCDIP for Aizawl City (SIPMIU).
- Implementation of "10% Lumpsum Grants for North Eastern Region" under Ministry of Urban Development and Ministry of Housing & Urban Poverty Alleviation.
- Provision of various Urban Infrastructures through implementation of Projects under State's Annual Plan and other Special Schemes like NLCPR, NEC etc.
- Implementation of "The Mizoram Urban Sanitation and Solid Waste Management Policy, 2011".
- Preparation of Master Plans for Cities and Towns in Mizoram and Regulation of Land Development & Building Constructions.
